What Google Play's developer identity verification is, who must complete it before September 30, 2026, what documents it requires, and how it interacts with the 12-tester closed testing quota.
Google has started requiring identity verification from Android developers, separate from closed testing. If you have or are creating a developer account, this is an addition to — not a replacement for — the 12-testers / 14-days requirement.
The deadline that matters: September 30, 2026
- From that date, only verified developers' apps can be installed or updated on certified Android devices in Brazil, Indonesia, Singapore and Thailand.
- Google has already announced global expansion during 2027 — this isn't limited to those 4 markets long-term.
- Verification can start as early as 60 days before your assigned deadline in Play Console.
What's actually required
Personal account
A valid ID document plus two-factor authentication (2FA) enabled on the associated Google account.
Organization account
Incorporation/business registration documents, proof of the company's physical address, and identity verification of the authorized representative.
How it fits with the tester quota
These are two separate checks Google applies at different points in a new account's lifecycle: developer verification confirms who is actually behind the account; the 12-tester / 14-day quota confirms your specific app was used by real people before requesting production access. A personal account created in 2026 typically needs to clear both — they aren't alternatives to each other.
What to do now
- Check Play Console for whether your account already has an assigned verification deadline.
- If you have a company, gather incorporation and address documents early — they tend to be the slowest step.
- Enable 2FA on your Google account if you haven't already.
- Don't wait for rollout in your country — the global expansion date is already announced.
- In parallel, cover your closed-testing quota with real, measurable testers — both processes can run at the same time.
